A recent leak of Shahid Abolfathi's servers sheds light on additional details of the Armed Forces General Staff’s (AFGS) oil operations, reveals connections to the FRAJA, and exposes key figures and operations of SEJ, the trading arm of the AFGS formerly exposed by WikIran.

Our research indicates that the Shahid Abolfathi oil command oversees the better-known Sepehr Energy Jahan (SEJ) network, the petroleum trading arm of the AFGS, that appears to also serve FRAJA, the Iranian Police Command, which is most closely associated with crackdowns on civilians and widespread domestic human rights abuses.

SEJ’s leaked materials, along with the US Treasury’s designation of Jamshid Eshaghi, identified Eshaghi as the commander of the unnamed Oil and Derivatives Command within the AFGS, an entity overseeing SEJ. However, new leaked documents related to oil sales and signed by Eshaghi himself confirms that he also leads the Shahid Abolfathi Oil Command, a part of the Police Command of the Islamic Republic of Iran:

A formal letter, bearing the emblem of the Police Command of the Islamic Republic of Iran, issued by Jamshid Eshaghi to the National Iranian Tanker Company (NITC). The letter is signed by the “Commander of the Shahid Abolfathi, FRAJA Oil Command, Sartip Pasadar Jamshid Eshaghi”.

This latest leak contains the emails of the Shahid Abolfathi Oil Commad, easily identifiable by the domain @abolfathi.net. Within these materials, we have identified numerous key figures involved in SEJ’s operations, as well as previously unknown entities and aspects of SEJ’s secretive petroleum trading. Notably absent from the new leaked documents are any indications to a front company like SEJ or MODAFL’s Sahara Thunder.

A formal letter from NITC to Majid Azami, CEO of SEJ, refers to him as the CEO of Heng li General Trading, an SEJ fron company. This letter was found among Abolfathi’s leaked documents.

Personal information of SEJ key figure, Elyas Niroomand Toomaj, revealed in Abolfathi’s files. This further underscores the network’s extent and magnitude.

We believe the most plausible conclusion is that both the AFGS and the Police Command share control over the same oil command. Regardless of formal structure, overseeing such significant and lucrative revenue streams for both organizations makes Jamshid Eshaghi a pivotal financial figure within Iran’s military establishment.

In our past publications, we examined SEJ’s purpose, business model, and key personnel. Over the coming weeks, WikIran will expose more of the AFGS’s clandestine oil dealing, including previously undisclosed participants, networks and methods. Stay tuned!
