ASB Group - Part 10: Exposing International Entities Cooperating with IRGC in Oil Sale

In our search for information and sources on the Islamic regime’s continuous efforts to circumvent the international sanctions, WikiIran has been reviewing and analyzing documents which have been leaked recently from the servers of the Turkish company ASB.

The documents expose how the IRGC’s Quds Force has been working with Turkish, Russian, Chinese and Lebanese entities on circumventing the sanctions for selling Iranian oil and receiving the payments. WikiIran highlights here several key documents which expose the QF’s methods and partners in reaching its goals. Some of these entities, such as the Turkish bank “Vakif,” have been playing key roles in QF’s international oil sale.

The international entities exposed here include:

  1. Turkish bank “Vakif katilim”

  2. Russian company “RPP L.L.C.”

  3. Russian bank “PromsvyazBank”

  4. Chinese company “The China Haokun Energy Co., LTD”

  5. Chinese company “Fujie Petrochemical (Zhoushan) Co., LTD”

  6. Lebanese company “Conceptoscreen”

  7. Company “Simong Trade Co., LTD”

  8. Company “Victoria Holding, LTD”

  9. Company "CGN Trade FZE"

  10. Company "Rain Trade"

Chinese Company “Haokun”

One of these documents is a contract for selling crude oil, signed between the Baslam, a subsidiary of the ASB, and a Chinese company named “The China Haokun Energy Co., LTD.” The Haokun has been subject to sanctions imposed by the US Treasury since May 25, 2022, due to its extensive purchase of Iranian oil from the IRGC’s Quds Force (QF).

In an invoice issued on February 5, 2021, by the Baslam and addressed to the Haokun, the latter is asked to pay an amount of 9.096 million USD to Baslam’s bank account at the Turkish bank “Vakif katilim.”

A SWIFT confirmation, also identified among ASB’s leaked documents, points out that this invoice was paid from Haokun’s bank account at the bank based in Hong Kong named “China Minsheng Banking Corp,” and the payment was transferred to Baslam’s bank account at the Turkish bank “Vakif katilim.”

Noteworthy that WikiIran identified another invoice which seems as a draft to this invoice but with the difference that it was issued by the Lebanese company “Conceptoscreen.” The significance of the Lebanese company “Conceptoscreen” is that it has been subject to the international sanctions imposed by the US Treasury since May 25, 2022, due to its involvement in the Lebanese Hizballah’s oil trade. As the company “Conceptoscreen” has issued the invoice, the beneficiary is Baslam’s bank account at the Turkish bank “Vakif Katilim.”

The Fujie Petrochemical Co., LTD

Another Chinese company involved in IRGC’s oil sale is the “Fujie Petrochemical (Zhoushan) Co., LTD.” Recently leaked documents include a contract for selling crude oil, signed between the Baslam, a subsidiary of the ASB, and the “Fujie Petrochemical (Zhoushan) Co., LTD.”

The Fujie Petrochemical has been subject to sanctions imposed by the US Treasury since May 25, 2022, due to its extensive purchase of Iranian oil from the IRGC’s Quds Force (QF).

WikiIran’s review of this contract and related documents points out some important facts about the Fujie’s role in selling QF’s oil while circumventing the international sanctions. According to Article 7.3. of this contract, for instance, an advance payment for this deal should be deposited at the account of the company “Simong Trade Co., LTD,” at the bank “Zhejiang Tailing Commercial Bank.” Page 10 of this contract includes bank information of Baslam’s account at the Turkish bank “Vakif Katilim.” Vakif Katilim’s contact person for this deal is Volkan Gokhan.

In an invoice, issued by the Baslam on January 18, 2021, the company Fujie Petrochemical was asked to pay an amount of 97.5 million USD for the sale of 1.95 million barrels of oil which were carried by the vessel named the “MT Carman.”

One of these leaked documents introduces Mr. Azim Mozavi to the Fujie company as Baslam’s representative in charge of contract-related payments. Mozavi is a senior IRGC officer who has been subject to sanctions by the US Treasury since May 25, 2022, due to his role in IRGC’s international oil sale.

Russian Company "RPP Limited Liability Company"

IRGC’s Quds Force has been working with Russian and Chinese companies on circumventing the sanctions for selling Iranian oil and receiving the payments. WikiIran highlights here several key documents which expose the QF’s methods and partners in reaching its goals.

One of these leaked documents is an agreement signed between the Baslam and the Russian company “RPP L.L.C,” for trading oil and agricultural products. The well-known Russian company “RPP, LLC,” has been subject to international sanctions imposed by the US Treasury since May 25, 2022, due to its oil trade with the IRGC’s Quds Force (QF) as well as transferring millions of USD to QF.

Another document is an agreement signed between the Baslam and the company “Victoria Holding, LTD” for the sale of two million barrels of oil. Victoria Holding has been designated as well by the Treasury Office on December 8, 2022. According to this agreement, the Victoria Holding would transfer the payments for the purchase of the oil from the Baslam to the bank account of the Russian company RPP, LLC. As described in another document, both sides implement this article, for instance, on August 13, 2020, when the Baslam asks the Victoria Holding to pay directly to the RPP for the purchase of its oil. These are all indications that the RPP has been utilized as a “clearing house” for the QF’s oil sales.

Some other documents leaked from same source are about direct money transfer from the bank account of the Victoria Holding at the Russian bank “PromsvyazBank” to the Baslam’s account at the Turkish bank “Vakif Katilim”. These money transfers are being carried out by using corresponding services of the German bank “CommerzBank AG”. The Russian bank “PromsvyazBank” has been subject to sanctions imposed by the US Treasury since February 22, 2022.

“CGN Trade FZE,”

According to an agreement signed between the company “Baslam Petrol Sanayi Ve Ticaret A.S,” a subsidiary of the Turkish company ASB, and the company “CGN Trade FZE,” which was designated as well by the Treasury Office on December 8, 2022, the latter would purchase two million barrels of Iranian crude oil from the Baslam. The countries Kazakhstan or Turkmenistan are mentioned as the destination for the delivery.

According to this agreement, the CGN’s signatory is “Zoir Abdukadirovich Turaev” and the company owns a bank account at the Dubai-based bank “Bank of Baroda.”

Some documents include details of direct wire transfers from the CGN’s account at the Russian bank “PromsvyazBank” to Baslam’s account at the Turkish bank “Vakif Katilim.” These wire transfers were made through the corresponding services provided by the German bank “CommerzBank AG.” The Russian bank “PromsvyazBank” has been subject to international sanctions imposed by the US Treasury since February 22, 2022.

Rain Trade

Another contract regarding the trade of agricultural products that was signed between “Baslam Petrol Sanayi Ve Ticaret A.S" and “Rain Trade”, which was designated as well by the Treasury Office on December 8, 2022, reveals that during April 2021, Baslam’s account at the Turkish bank “Vakif Katilim” received 4.5 million Euros in four wire transfers from Rain Trade's account at the Russian bank “PromsvyazBank”. The Russian bank “PromsvyazBank” has been subjected to international sanctions imposed by the US Treasury since February 22, 2022. The correspondent bank in all of the wire transfers was German bank “CommerzBank AG.”
