While going through the leaked materials, our team had identified at least 83 vessels that were used by Trilliance Petrochemicals Co. Ltd. as part of its deals. Two of these VLCCs (Very Large Crude Carriers) are owned by Trilliance itself, as can be seen here, while the rest are chartered.
Following is a list of the countries whose flags hoist on the above-mentioned vessels:
Country | Vessels |
---|---|
Panama | 32 |
Hong Kong | 6 |
Liberia | 6 |
Marshall Islands | 6 |
Cameroon | 5 |
Comoros | 5 |
Gabon | 5 |
Cook Islands | 3 |
Palau | 2 |
Sao Tome Principe | 2 |
Singapore | 2 |
Barbados | 1 |

An overwhelming amount of the ships transporting sanctionable Iranian petrochemicals in deals with Trilliance are sailing under the Panamanian flag. As can be seen above, this totals 32 ships, 5 times more than any other country featuring in the Trilliance fleet.
Another matter that cannot be overlooked is that approximately 45% of the ships in Trilliance’s fleet have changed their names in the past 2 years, some even more than once – see link.
Three of these ships are already under OFAC sanction, and yet are still transporting sanctioned goods of Iranian origin.
Current Name | Sanctioned Name | IMO | Sanction Program |
---|---|---|---|
Avior | BS Bravo | 9294795 | IRAN-EO13846 |
Akoya Gas | Gas Allure | 9142150 | IRAN-EO13846 |
Wealthy Star | Full Star | 9773301 | IRAN-EO13846 |
25 of these ships have been previously caught in suspicious and illegal activities.
Based on the leaked materials, we have also identified approximately 15 different P&I clubs that help insure these vessels, and which are based in multiple countries. These P&I clubs are insuring sanctioned Iranian oil and petrochemicals in their transports all around the world.
These P&I clubs also insure many legitimate fleets of cargo ships owned by large and famous shipping companies. Those legitimate fleets are being exposed to unnecessary risks by the P&I clubs, who do not fulfill their due diligence.
